Why do US gas prices vary so much by location?

Every gallon of US gasoline includes a federal excise tax of $0.184 — but state and local taxes range from $0.08 (Alaska) to over $0.68 (California). That single factor creates a structural $0.60+ gap between cheapest and most expensive states before pump margins are added.

The West Coast (PADD 5) is in a semi-isolated supply position. California mandates its own CARB-compliant fuel blend producible only by a handful of refineries. When one goes offline, there is no Gulf Coast pipeline connection to fill the gap — prices spike with no alternative source. Oregon, Washington, and Nevada are caught in the same supply region.

The Gulf Coast (PADD 3) is consistently cheapest — it hosts over 50% of US refining capacity, meaning fuel travels the shortest distance from refinery to pump. Texas, Louisiana, and the wider Gulf states benefit from this proximity combined with some of the lowest state fuel taxes in the nation.
